Section 5.2
Hordes of stray dogs interfere with citizens, when they walk or accompany their pet dogs that are often attacked, barked at and objects of unauthorized contact by stray dogs. Thus, the legitimate constitutional right of dog owners to private property is infringed upon (Art. 35, Parts 1, 2, RF Constitution).
