Brief report on videomonitoring of stray dogs in Moscow

Hordes of stray dogs on the territory of industrial, economic, trading, cultural and community facilities. In these conditions, the state obviously fails to fulfill its expenditure obligations as far as protection of the health of population from the harm to health threatened by stray dogs, although Article 2 of the RF Law “On Fundamentals of RF Legislation on Protection of Citizens’ Health” provides for preventive measures (taken in respect of stray dogs on the territory of the Russian Federation by existing decree № 449 of the RSFSR Council of Ministers dated 23.09.1980). Besides, the rights of hired labourers to labour protection are not guaranteed as required by the Russian legislation and International Labour Organisation. Pursuant to Article 227 of the RF Labour Code, a dog bite or injury inflicted on a hired hand during working time at a production facility may be regarded as an on-the-job accident.
